GovernmentCo-ordinatnion of summary financial consolidation services for the business plan. Annual budgets and periodic management accounts provided by the head of group financial accounting through a service level agreementThe compilation of the budget for submissionSetting policy for financial control for internal reporting and for inclusion in the Group Finance ManualBudgetary control, ensuring that financially the group delivers to its activity budget by monitoring progress on a periodic basis and where appropriate take actionLevel monitoring and modelling of commitments being made into the future, especially longer term contracts (PFIs PPs and DBFO schemes) being put in place and the impact of affordability of the introduction the new concept of Prudential Borrowing which Government is allowing from April 2004This post works closely with the Business Analysts and Heads of Group Business Planning / Performance in a summary level budgetary control role reporting on movements between actuals / forecasts, budgets / plans, taking action where appropriate to bring modal financial performance in-line with approved limitsPrincipal AccountabilitiesDevelop and implement budget control processesSet internal financial control policies on such issues as headcount control, off charging policies etc.To ensure proper discussions take place to agree annual internal management recharges whether they be for fixed or demand led support servicesManage the summary financial consolidation servicesEnsure that the development of multi-year budgets / plans in liaison with modal and group finance / business performance and planning functions in line with Government grantTo develop the details group budget form the 6-year business planTo challenge business assumptions arising from the production of the revised forecast by the Modal business performance teamsKnowledge, Skills and ExperienceQualifications: Professional Accounting QualificationExperience: minimum of five years experience in a senior financial control / business planning / performance roleKnowledge:Excellent ability to interpret and report financial informationKnowledge of SAP systems, desirableAnalytical skills, ability to develop causal relationships between financial and performance data |
