Major rail company requires Service Delivery Assistant to ensure comprehensive and reliable provision of track welding services to the Delivery Units in a timely and effective manner to agreed standards and within budget. Collaborate and liaise with Delivery Units in supporting agreed work plans with track welding services and resource to achieve maintenance targets.KEY ACCOUNTABILITIES- Ensure that all track welding work is carried out by directly employed and sub contract staff with the required competencies.- Manage the welding inspection and quality assurance process ensuring, independence from Delivery Unit production objectives and compliance to technical and quality specifications and Network Rail standards- Ensure close collaboration and continuous liaison with the Welding Assurance Engineer in relation to all technical and safety compliance issues related to track welding- Ensure the effective provision and coordination of welding services (including, integrated Area wide planning, forecasting and deployment of teams and where requested aligning welding teams to Delivery Units) to the Delivery Units.- Ensure that all work is carried out to the prescribed standards.- Ensure that all welding services work is incorporated in the Delivery Unit's annual and quarterly work plans and scheduled in accordance with laid down procedures.- Ensure that appropriate plant, materials, manpower and welding services are available to undertake the work specified.- Monitor the outputs of track welding staff ensuring best efficiency from available resources, varying plans and work schedules as required.- Conduct safety and quality inspections on active worksites and completed work in accordance with Area requirements and work schedules.- Reporting of physical progress against agreed plans and schedules, highlighting areas of concern and giving reasons for variance where any exist.- Control and brief standards and procedures to relevant staff. Ensure staff receive the information and briefings required for them to be able to complete their tasks safely and efficiently. Prepare and review method statements.- Ensure that information is generated that enables asset data and associated systems to be kept up to date.SAFETY DETAILS - The job holder is required to hold a relevant TRACK SAFETY competency- This is a SAFETY CRITICAL WORK POST (Appendix 4, Chapter 2, Railway Safety Case)SPECIFIC SAFETY ACCOUNTABILITIES- Instil a strong safety culture in own and sub-contract staff and ensure delivery of continuous safety improvements across the maintenance delivery process and contractors.- Ensure the safe delivery of maintenance through the activities of the company's maintenance and contractors' personnel.- Ensure the health, safety and welfare of welding staff.- Ensure the effective identification and management of all risks within maintenance delivery.ESSENTIAL SKILLS - Minimum 5 years experience as track welder- NEBS qualification - Member of IRW- Able to demonstrate relevant Railway experience- Able to absorb and recall large quantities of information quickly- Understanding of financial issues- Able to effectively communicate to all levels of people inside and outside the business- Able to influence decision-making- Possess a detailed practical knowledge of Safety Management- Strong problem solving skillsDESIRABLE SKILLS- Technician member of welding InstituteCAPABILITIES- Conceptual thinking- Providing Leadership and Direction- Influence and Impact- Achievement Drive- Analytical Thinking- Commercial Awareness |
