Project Quantity Surveyor - London / Surrey Salary £34,000 - £38,000 + Car or allowance + Package Location London / Surrey Role Description A Project Quantity Surveyor is required to work on large 10million pound project linked to Thames Water and the programme of works under way on the AMP5 Framework. This project is to be the sole Quantity Surveyor on site reporting in to a Senior Quantity Surveyor , full responsibility for the costs of a 10million project based over a 1 year period. You will be on site from the start of the project through to completion and final accounts. Ultimately the quantity surveyor will manages all costs relating to the civil engineering and M&E elements of the projects. Your role is to minimise the costs of the project and enhance value for money from the sub contractors, while still achieving the required standards and quality. Experience required You will need to be in a full time Quantity Surveyor position with heavy civil engineering projects. Ideally around the 10million mark but as a sole Quantity Surveyor on site. A Qualification is also required ideally a degree but HNC / HND or Day release will also be required. Typical projects include Pumping station refurbishments including new builds and extensions, Waste Water Treatment Plants and upgrading systems on sites including new pumping equipment, control systems and site security. You will be on site from the start of the project through to completion and final accounts. Ultimately the quantity surveyor will manages all costs relating to the civil engineering and M&E elements of the projects. Your role is to minimise the costs of the project and enhance value for money from the sub contractors, while still achieving the required standards and quality. Reporting in to a Senior Quantity surveyor on the smaller projects up to 10million you will be the sole Quantity Surveyor on site on larger sites you will be working as part of a team. To provide advice relating to the provision of amenities for a registered disabled person by means of a Disabled Facilities Grant or to the adaptation of dwellings for the welfare and accommodation of a registered disabled person. To support applicants for grant who are clients of the Staying Put scheme by providing all necessary information and assistance necessary to allow the application for grant to proceed from initial enquiry to final account. To apply the HHSRS in determining if a property is fit for habitation as laid down under Housing Act legislation. To provide all necessary advice relating to the employment of private Architects and Surveyor s registered with the RIBA, RICS and other professional bodies. 2.RESPONSIBILITY FOR RESOURCES Financial Responsible for ensuring cost effectiveness of works approved for grant assistance. To determine a reasonable expense necessary to be incurred by the applicant for grant in respect of the proposed works. 3.DESCRIPTION OF ACTIVITIES 3.1To carry out structural surveys of dwellings to determine eligibility for grant assistance and to discuss with the applicant the nature and extent of the proposed works to ensure compliance with Housing Act legislation. 3.2Preparation of detailed schedules of work and working drawings using Autocad to assist the applicant for grant and any private Surveyor who may be employed by the applicants in the submission of plans under Building Regulations and Town Planning legislation relating to the improvement, enlargement, conversion and adaptation of the dwelling. 3.3To advise applicants for grant regarding other possible sources of finance.This to enable the applicant for grant to meet the balance of cost after calculation of grant aid. 3.4Site meetings with applicants, builders, managing agents and surveyor s to supervise works in progress and valuations for payments. 3.5To receive and carry out a detailed assessment of builder& 39 s specifications and quotation of costs submitted for grant assistance. 3.6To provide the applicant and builders with relevant advice regarding omissions or other information still required before the grant can be approved. 3.7To apply the prescribed test of financial resources and calculate the amount of grant to be awarded. 3.8To advise applicants and contractors on costs eligible and ineligible for grant assistance. 3.9Liasing with Building Control, Town Planning, Law and Administration, Finance and Environmental Health Departments, regarding Building Regulations, planning consents, proof of title, and other matters in connection with grant applications. 3.10To recommend to the Head of Financial Services the level of expenditure appropriate for grant approval. 3.11Inspection of works during progress and notification to the Head of Financial Services that grant may be paid in stage payments where required. 3.12A final inspection of the work carried out and recommending to the Head of Financial Services that final payment of grant monies can then be made. 3.13Preparation of reports on cases for consideration by the Improvement Grants Manager and the Head of Services. 3.14To be responsible for advice, liaison and technical assistance to disabled applicants within the Borough.To prepare sketch diagrams to ensure that all drawings subsequently submitted for approval under the Building Regulations meet the requirements of the Department of Social Services Disability Care Team, in respect of the altered internal arrangement of the dwelling and to incorporate all necessary specialist fittings and fixtures.To maintain a close liaison with the Disability Care Team, Contractors and any private Architect or Surveyor engaged to prepare drawings and schedules of work in this respect. 3.15Ensure up to date knowledge on improvement grant legislation, expense limits and means testing. 3.16To attend site meetings with Building Contractors, private Architects and Surveyor s to discuss and agree any contract variations in respect of additional or unforeseen works. 3.17To carry out any other duties commensurate with the post as directed by the Improvement Grants Manager
